Enhancing Climate and Disaster Resilience through the Participatory Approach of Climate and Disaster Risk (PACDR)
Location: Mbweni Ward, Kinondoni District, Dar es Salaam Region, Tanzania

With support from CUSO International, ENVIROCARE implemented this project to strengthen community resilience to climate change and disaster risks in Mbweni Ward. The initiative addressed increasing climate-related hazards, including flooding, coastal erosion, and sea-level rise, which disproportionately affect women, girls, and other vulnerable groups. Through the Participatory Approach of Climate and Disaster Risk (PACDR), the project trained 30 community climate champions to assess local risks, identify adaptation measures, and develop a community action plan. The project promoted inclusive, community-led climate adaptation by combining scientific knowledge with local experience, resulting in practical resilience strategies and strengthened local capacity.
Target Group

Direct beneficiaries: 30 climate champions, including women, men, youth, and persons with disabilities (PWDs).

Indirect beneficiaries: Residents of Mbweni Ward through improved community preparedness, awareness, and climate resilience initiatives.
Specific Objectives

Build community awareness and understanding of climate change and disaster risks.

Develop community-based adaptation and disaster risk reduction strategies through participatory planning.

Strengthen the capacity of community members to identify, assess, and prioritize climate and disaster risks using the PACDR approach.

Promote inclusive participation of women, youth, and persons with disabilities in climate resilience and disaster preparedness initiatives.

Develop a community action plan to guide local climate adaptation and disaster risk reduction efforts.
